It's around 1.17 lakhs per year.
Talking about the scholarships the open category got not have any scholarships from the Maharashtra government. But other categories can apply for a scholarship from MahaDBT and get scholarships up to 50% or even more.

In the open category, 60-75k are fees
And OBC cast students pay Half of that
But I'm Nomadic Tribe so can pay only 10-12k fees and apply for scholarships.
My scholarship is Post matric scholarship VJNT
The scheme is beneficial

The fees basis on Category wise. Open / OBC / SC / ST etc. And scholarship is basis on the Category wise.

Many types of scholarships are provided for all castes. Economic backward class scholarships are provided for people below poverty line or low income families. Don't know about any loan facility but one can get student loan from bank.

Loan facility is allowed for students and other scholarships are given based on your categories and marks. Government schemes like EBC , government post matric scholarship is given to students. And required help is provided

Yes, all the government and private scholarship are applicable for college students, also all bank loan eligibility criteria are fulfilled by the college. There are no any problem to students for getting the loan
