In the 2024-25 winter semester, over 402,000 international students were enrolled across German universities, a 6% increase from the previous year and a record high, according to DAAD. India is the single largest source of international students in Germany, with 59,419 Indian students enrolled as of 2025, up from 28,905 in 2020. 

Germany is home to 428 higher education institutions offering over 21,000 programs, including more than 2,200 English-taught programs. Most German public universities charge no tuition fees. International students pay only a semester contribution of EUR 250 to EUR 400 per semester, which covers administrative costs, student union membership, and a public transport pass valid across Germany.

How to Study in Germany: Application Process

The application process for German universities involves several steps that must be completed in the correct order. Indian students must complete the APS certificate process before applying for a student visa. Starting early is critical: the full process from APS application to visa approval typically takes 5 to 7 months.

  • Step 1: Shortlist universities and programs. Use QS and THE rankings, program-specific rankings and the Uni-Assist portal to identify programs that match your academic background. Check whether the program requires German language proficiency or is fully English-taught.
  • Step 2: Apply for APS certificate. This is mandatory for all Indian students. Apply at least 3 to 4 months before your university application deadline. Full details in the APS section below.
  • Step 3: Prepare your application documents. Gather academic transcripts, degree certificates, language proficiency scores (IELTS or TOEFL for English-taught programs, TestDaF or DSH for German-taught programs), statement of purpose, letters of recommendation and CV.
  • Step 4: Submit your application. Most German universities accept applications through the Uni-Assist portal (uni-assist.de) or their own online portals. Check each university's specific portal before applying.
  • Step 5: Receive offer letter. After receiving your admission offer, confirm your enrollment and pay any required enrollment fees.
  • Step 6: Open a blocked account. Open a German blocked account (Sperrkonto) with EUR 11,904.
  • Step 7: Apply for a student visa. Apply at the German Embassy or Consulate in India with your offer letter, APS certificate, blocked account confirmation, health insurance proof and other required documents. Visa fee: EUR 75 (approximately INR 8,040).
  • Step 8: Travel and enroll. Most winter semester programs begin in October. Arrive at least 2 weeks early to complete enrollment, register your address (Anmeldung) and set up your bank account.

APS Certificate: Mandatory for Indian Students

The APS certificate (Akademische Prufstelle) is an academic credential verification issued by the Academic Evaluation Centre at the German Embassy in New Delhi. It is mandatory for all Indian students applying to German universities and for the German student visa. Without a valid APS certificate, both your university application and visa application will be rejected. The APS verifies the authenticity of your Indian academic documents and confirms that your qualifications meet the standards required for admission to German universities.

The blocked account amount is released monthly at EUR 992 once you arrive in Germany. This covers your basic living expenses. You cannot access the full amount at once.
