Our college do not avail any scholorship. My college is a government college. So it has negligible fee compared to other colleges. The government provides every student.

Yes, it is compulsory to stay in the hostel even if you live in Electronics city(Fun Fact: one of my batchmates lives five minutes away) Luckily, our college is pretty relaxed when it comes to ingress and egress. Curfew hours are 10 PM to 6 AM. Nobody is allowed to enter/leave the campus during these hours.

Teacher quality includes ability to deliver sound content with ease of understanding by students. In addition to using students to measure teacher performance, a senior and experienced person in the area being evaluated can be used and usually external evaluator or blind evaluation is best. Using the peers who are in same college or faculty could be sentimental.
