Most public universities in Germany charge zero tuition fees for Indian students. Germany's public universities are funded by state governments through tax revenue. You pay no tuition. You pay only a semester contribution of EUR 150 to EUR 400 per semester, which covers administrative costs and usually includes a public transport pass.
Over 402,000 international students are enrolled in Germany, making it the fourth most popular study destination in the world (DAAD, 2025). Of these, 59,419 are from India, the single largest source country.
Three things every Indian student must know before applying:
- Tuition fees are zero at most public universities. You pay only a semester contribution of EUR 150 to EUR 400 per semester.
- Two states charge extra. Baden-Württemberg charges non-EU students EUR 1,500 per semester. TUM in Bavaria now charges up to EUR 6,000 per semester for Master's programs.
- Living costs are real. You need approximately EUR 992 per month (EUR 11,904 per year). This amount must be deposited in a blocked account before your visa is approved.

Why Are Public Universities in Germany Free?
Public universities in Germany are free because they are owned and operated by the German state governments.
- Each of Germany's 16 federal states funds its public universities through tax revenue.
- This model has been in place since 2014, when the last German states abolished tuition fees for all students, including international students.
Over 400 public universities across Germany charge no tuition fees. This applies equally to German students, EU students and non-EU international students, including Indians.
Germany made this choice deliberately. The government treats accessible higher education as a public good. Germany currently faces a skilled worker shortage of over 1.7 million positions (Federal Employment Agency, 2025). Attracting international students through free education is part of the national strategy to fill that gap.

TUM (Technical University of Munich)
TUM introduced tuition fees for non-EU students from Winter Semester 2024-25. This was the first major Bavarian university to do so under Bavaria's updated Higher Education Innovation Act (BayHIG, 2023).

LMU Munich is still free. Only TUM has introduced fees in Bavaria. LMU, University of Augsburg, University of Regensburg and other Bavarian public universities remain tuition-free for non-EU students as of April 2026.
All Public Universities in Baden-Wurttemberg
Baden-Wurttemberg has charged non-EU students EUR 1,500 per semester (EUR 3,000 per year) since Winter Semester 2017-18. This applies to all public universities in the state.

These are strong universities. The EUR 3,000 per year fee is still far below UK or US tuition. But Indian students must budget for it and must not assume these universities are free.
Private Universities
Private universities in Germany charge tuition fees to all students regardless of nationality. Fees range from EUR 5,000 to EUR 7,000 per semester for Bachelor's programs and EUR 10,000 to EUR 20,000 per year for Master's programs.
Non-Consecutive Master's Programs
A non-consecutive Master's program is one where your Master's subject differs from your Bachelor's subject. These programs often charge EUR 500 to EUR 650 per semester even at public universities.
Executive and Professional Programs
MBA programs, Executive Master's programs and some LLM programs at public universities may charge tuition fees. Always check the specific program page before assuming it is free.
Tuition Fee vs Semester Contribution: What Is the Difference?
Every German university charges a semester contribution. This is not a tuition fee. The two are different.
