You live near Delhi. You want to prepare for IAS alongside your engineering. You LOVE Hauz-Khas village! ;) DU girls. (Though you won’t be able to connect with them unless you have good fortune and TIME; if fortune isn’t an issue, time definitely will be.) Weekend road trips to Jaipur, Chandigarh, Lansdown, Rishikesh, Dehradun, Agra, etc. Delhi Metro right at your doorstep! Though IITB also has a local station nearby, Metro >>> Local trains (in terms of comfort) any day. Mumbai has more hangout spots than Delhi, but they are far from IITB. IITD has many hangout places like MG Road in Gurgaon, Hauz-Khas Village, Sarojini Nagar, Connaught Place—all within a maximum half-hour distance. Just a reminder: Avoid death by falling trees, snake bites, or being eaten by leopards or crocodiles. Due to recent heavy rains in Mumbai, many trees inside IITB have fallen, and leopard sightings are not uncommon. Security guards ensure thorough safety, and thankfully, no one has been hurt so far! :) Refer back to point 1. :)

Personally, I’d lean towards IIT Bombay for the opportunities it presents in the tech industry.
If you're certain about pursuing an MS, there's no point in spending an extra year on a dual degree that might actually limit your options for MS (PhD options will be broader). IITB's EE department is outstanding, with excellent faculty and a strong track record for securing higher studies fellowships.
Also, if you ever consider entrepreneurship or startups, IITB is currently more vibrant in that area. While this could change in the coming years, being in the financial capital will likely always provide an edge.
