This is the first question to answer before choosing a country. A Master's degree is easier to complete under INR 15 Lakhs per year than a Bachelor's degree for two reasons: it is shorter (1 to 2 years vs 3 to 4 years) and it attracts more scholarships.

Germany

Germany is the most popular low-budget destination for Indian students. Public universities in Germany charge zero tuition fees. You pay only a semester contribution of EUR 150 to EUR 400 per semester (INR 16,080 to INR 42,880 per semester), which covers administrative costs and usually includes a public transport pass.

Two exceptions Indian students must know:

• TUM in Munich charges non-EU students EUR 2,000 to EUR 6,000 per semester.
• All public universities in Baden-Württemberg charge EUR 1,500 per semester for non-EU students.

Both push costs above INR 15 Lakhs per year.

France

France has some of the lowest public university tuition fees in Europe. For the 2026-27 academic year, non-EU students pay EUR 2,770 per year for Bachelor's programs and EUR 3,770 per year for Master's programs at public universities that apply differentiated fees. Approximately 40% of French public universities still charge the EU rate of EUR 170 to EUR 243 per year for all students regardless of nationality.

There is also a mandatory CVEC campus contribution of EUR 105 per year for all students.

Tips to Study Abroad Under INR 15 Lakhs Per Year

1. Choose public universities over private ones

Public universities in Germany, France, Norway and Czech Republic charge zero to minimal tuition. Private universities in the same countries charge EUR 5,000 to EUR 20,000 per year. The degree quality at top public universities is equal to or better than private alternatives.

2. Pick smaller cities

Munich costs INR 1.18 to INR 1.61 Lakhs per month. Dresden costs INR 75,040 to INR 1.02 Lakhs per month. Paris costs INR 1.26 to INR 1.89 Lakhs per month. Lyon costs INR 94,500 to INR 1.26 Lakhs per month. The university quality difference between these cities is small. The cost difference is large.

3. Apply for scholarships 6 to 12 months before your intake

DAAD scholarships for Germany, Eiffel and Charpak scholarships for France, Taiwan Scholarship Program and MAECI scholarships for Italy all have application windows 6 to 12 months before the intake. Missing these windows means paying full costs.

4. Use student accommodation

France allows 964 hours per year at EUR 11.88 per hour. Malaysia allows 20 hours per week. Working 15 to 20 hours per week covers most monthly living costs in all these countries.

6. Apply for income-based fee waivers

Italy's DSU system and France's CROUS grant system both offer full or partial tuition waivers based on family income. Indian students from families with annual income below a set threshold qualify. Contact the university's student services office from June onwards for a September intake.

7. Target Master's programs over Bachelor's
