France has some of the lowest public university tuition fees in Europe. For the 2026-27 academic year, non-EU students pay EUR 2,770 per year for Bachelor's programs and EUR 3,770 per year for Master's programs at public universities that apply differentiated fees. Approximately 40% of French public universities still charge the EU rate of EUR 170 to EUR 243 per year for all students regardless of nationality.
