All Indian students applying for a German student visa must have an APS certificate. The APS full form is Akademische Prufstelle, which means Academic Evaluation Centre in English. Without a valid APS certificate for Germany, your student visa application will not be accepted and German universities will not process your admission.
The APS certificate Germany requirement has been in place since November 2022. It was introduced because of the high volume of Indian applications and the need to verify academic document authenticity before the visa stage. APS India was established on October 2, 2022, as a joint initiative of the German Embassy in New Delhi and the German Academic Exchange Service (DAAD).
The APS certificate fee is INR 18,000 and is non-refundable. APS certificate processing time is 3 to 4 weeks under normal conditions and can take up to 3 months during peak season. The APS certificate validity is indefinite; once issued, it is valid for life.

What Is the APS Certificate for Germany?
The APS certificate (Akademische Prufstelle) is a mandatory academic verification document issued by the German Embassy in New Delhi. It confirms that your Indian academic documents — Class 10, Class 12 and Bachelor's degree — are genuine and meet German university standards.
The APS certificate for Germany is required for two things: university admission and the German student visa application. Without it, neither process can move forward.

APS Full Form: What Does APS Stand For?
APS stands for Akademische Prufstelle. In English, this translates to Academic Evaluation Centre.
- The APS Germany certificate is sometimes referred to as the APS Bescheinigung.
- From July 15, 2024 onwards, APS renamed the document from Zertifikat to Bescheinigung.
- Both terms refer to the same APS certificate.
- If your certificate says Bescheinigung, it is fully valid and accepted by all German universities and the visa section.

New APS Certificate Rule 2026: 70% Class 12 Minimum
This is the most important update to the APS certificate Germany process in 2026 and comes directly from the official APS India news page.
From Winter Semester 2026/27 onwards, APS India requires a minimum of 70% overall marks in Class 12 for Indian students applying for undergraduate programs in Germany. The updated criteria were published in the Anabin database on March 15, 2026.
The two undergraduate pathways under the new APS certificate rule:
- Pathway 1: Class 12 (70% or above) + APS Certificate Qualifies for subject-restricted admission via Studienkolleg (foundation year).
- Pathway 2: Class 12 (70% or above) + APS Certificate + One successful academic year at Bachelor level Qualifies for direct subject-restricted admission to the previous field of study and closely related subjects.

Who Needs an APS Certificate for Germany?
APS certificate is required for:
- All Indian students applying for a German student visa for programs longer than 90 days
- Undergraduate applicants (Bachelor's programs in Germany)
- Postgraduate applicants (Master's programs in Germany)
- Most PhD applicants
APS certificate not required for:
- Students funded by German or EU-funded scholarships, such as DAAD scholarship holders
- Students attending language courses only (less than 90 days, no university enrollment)
- Students with international qualifications such as A-Levels or International Baccalaureate applying for a Bachelor's degree

Important: Private university Anabin H+ status
From June 18, 2024, Indian students from private universities not fully accredited by the UGC cannot be issued an APS certificate.

- Universities with H- or H+/- status are not recognised, and APS India cannot issue a certificate to students from these institutions.
Important: Distance education degrees
Distance education degrees are accepted for the APS certificate only if both the university and the specific course are recognised by the Distance Education Bureau (DEB) for the entire duration of the course.
The following disciplines are not recognised by APS India even if offered through distance or online mode: Medical, Physiotherapy, Pharmacy, Nursing, Dental, Architecture, Law, Agriculture, Hotel Management, Aircraft Maintenance, Visual Arts, Sports, M.Phil and PhD.
APS Certificate Fees 2026
The APS certificate fee is INR 18,000. This APS certificate fee is non-refundable under any circumstances. Once you pay, APS India will not refund the amount, regardless of the outcome of your application.
APS certificate fees can be paid via direct bank transfer or through the CCAvenue online payment gateway during registration. If you pay via CCAvenue, your account is activated automatically, and the payment reflects immediately. Bank transfer may take up to 48 hours to be matched.

APS Certificate Processing Time 2026
The APS certificate processing time is 3 to 4 weeks from the date APS India receives your complete documents and confirms your payment. APS certificate processing begins only after APS physically opens your application package.
During peak application season, APS certificate processing time can extend to up to 3 months. This is the most critical factor for students applying for Winter 2026 intake right now.

APS Certificate Validity and Digital Format
The APS certificate validity is indefinite. There is no expiry date. This is confirmed directly by the official APS India DigZert FAQ: "Candidates generally need to apply for an APS certification only once, as the certificate is valid indefinitely once issued."
Since April 24, 2023, APS India issues digital APS certificates only. There are no physical paper certificates anymore. You receive a digitally signed PDF to your registered email address. This digital APS certificate is called the DigZert.

Important on updating your APS certificate: APS India cannot update your existing APS certificate if you advance academically after it is issued. If the new qualification changes your admission category (for example from Studienkolleg eligibility to direct admission), you must apply for a new evaluation with a new payment.
What Is DigZert? How to Use Your APS Certificate
DigZert is the official name for the digital APS certificate issued since April 24, 2023. It is a digitally signed PDF validated by a qualified electronic seal under EU Regulation 910/2014, signed by Deutsche Botschaft Neu-Delhi (German Embassy New Delhi).
How to verify your APS certificate (DigZert):
There are two official methods confirmed in the official APS India DigZert PDF.
Method 1: Adobe Acrobat Reader
Open the APS certificate PDF in the latest version of Adobe Acrobat Reader. At the bottom of the document you will see the APS signature seal. Click the seal to view signature validation status. A valid APS certificate will show: "Signature is VALID, signed by Deutsche Botschaft Neu-Delhi."
Method 2: digiSeal Reader
Download digiSeal Reader from secrypt.de. Open your APS certificate with the software. It automatically checks the digital signature and displays the result.
Critical rules for submitting your APS certificate:
- Do not rename the APS certificate file. The original file name must be preserved. Renaming causes verification problems at universities and VFS.
- Do not modify the APS certificate PDF in any way.
- Do not merge the APS certificate with other PDFs. It must be submitted as a standalone file.
- For your VFS visa appointment, you must print a paper copy of your APS certificate and bring it with you.
- Do not open the APS certificate in a web browser to verify the signature. Use Acrobat Reader or digiSeal Reader only
Note on signature warning for older APS certificates: If your APS certificate was issued before December 2025, Adobe Acrobat may show a message such as "There are problems with at least one signature." This is due to a technical change in the APS India digital seal card in December 2025 and does NOT mean your APS certificate is invalid. It remains fully accepted by German universities and the visa section.

How to Apply for APS Certificate India?
Step 1: Register on the APS India portal
Go to aps-india.de and create an account. Fill in your academic details accurately for your APS certificate application. Use your full name exactly as it appears in your passport. Enter each qualification with correct start and end years. APS India cross-checks your timeline against your marksheets. Even small discrepancies cause delays.
Step 2: Pay the APS certificate fee
Transfer INR 18,000 to the APS India bank account or pay via CCAvenue during registration. Keep your transaction receipt. APS India does not begin processing your APS certificate application until they confirm your payment.
Step 3: Download and sign the Student Authorization Letter
Download the Student Authorization Letter from aps-india.de/checklists. Sign it personally. This letter authorises APS India to contact your school or university for verification. It is mandatory for all APS certificate applications.
Step 4: Prepare and scan your documents
Scan all documents in colour with no cropped edges or shadows. Both sides of all documents must be scanned. Every stamp, signature and reference number must be clearly visible. Do not send original documents with your APS certificate application.
Step 5: Send documents by courier to APS India
Send your complete APS certificate application package to APS India by courier. Personal drop-offs are not accepted. APS India does not offer public visiting hours.

Do not send repeated emails to APS India asking for status updates. The official APS India website warns that repeated emails with attachments may result in your email being blocked.

Once verification is complete, your digital APS certificate (DigZert) will be sent to your registered email as a PDF. Download it immediately. Do not rename the file. Do not modify or merge it. You will use this APS certificate for every German university application and your VFS visa appointment.

Is APS Certificate Required for Master's in Germany?
Yes. The APS certificate is required for all Indian students applying for a Master's degree in Germany, regardless of the subject. Engineering, management, data science, and computer science — every field requires the APS certificate for Germany.
You must submit your Bachelor's degree and all individual semester marksheets for the APS certificate application. A consolidated transcript alone is not accepted by APS India.
Even if you completed your Bachelor's degree in India, you still need the APS certificate. Without it, you cannot apply for a German student visa or enroll at a German university.
Why Does APS Certificate Processing Get Delayed?
